Here is the text of an email I received from the FCC, which quotes one I sent requesting clarification of the $14 fee. I realize that this conflicts with what NM5A was told in an email from Bill Cross. My request was based on a specific reference to FCC forms, and was submitted to the FCC information email address (fccinfo@fcc.gov) in accordance with the instructions on their web site.

referenced $14 fee is only to be submitted with the initial request for a vanity call sign, and not with subsequent renewals of a vanity call sign. In other words, renewals of amateur licenses, whether of
the HA or HV service class, fall into the "no fee required" category.
