"Free" 1x2 callsign in region 4

As near as I can figure out:

1. Person "A" applied for callsign "X" in region 4. Finding that he/she had competition, person "A" also submitted an application for callsign "Y", and also submitted a cancellation request for it.

2. When callsign "Y" becomes available, along comes person "B" and applies for it, but seeing that there are prior applications, does not pay for it (yet).

3. For reasons unknown, person "A" subsequently wins (or is predicted to win) callsign "X", thus making person "B" the sole eligible applicant for callsign "Y". Person "B" has not paid, possibly because he does not know the situation has changed.

Person "A" and callsign "X" are unknown (although I have a good guess), but person "B" and callsign "Y" are known. You will have to do the research to find callsign "Y".

If I wanted a callsign in region 4, I'd submit an application for callsign "Y". And if I were person "B", I'd get off my butt and pay.
