What does "Predicted to be granted" mean?

In trying to understand how to use the call availability tables, I'm not sure what "Predicted to be granted" (then entries in blue) mean. At first I thought it meant that the call had been applied for and VHQ was predicting that the FCC would grant it, so it would not be a good choice. But I've seen calls in blue that have just entered the 2 year wait (for example W6RU 01/23/08), so I guess that isn't it.

What does it mean? Is it a good choice for a vanity call?
