You ought to complain to the FCC. A number of people (including myself) have complained to Mr. Hollingsworth about Alan Emerald, and if enough do, they'll find a way to stop him.
Specifically, I'd suggest that the FCC ask Mr. Emerald for a copy of the club meeting minutes, authorizing him to apply for a new callsign, including a list of all the members in attendance and how they voted.
Mr. Emerald (and a number of others in amateur radio) are what are turning off new members from joining the hobby, or (like in my case) remaining active in it. Increasingly, amateur radio is being taken over by a criminal element, and other of like minds, who view amateur radio as "every man for himself", rather than as a cooperative hobby. Mr. Emerald is one of the poster children for this element.
