I can think of legitimate reasons for holding more than one call sign (see examples below), and these could even be extrapolated into 1x2 calls. But the examples that currently exist in the 1x2 arena don't follow that mold, and appear to simply be greed (or worse).

Steve

My standard example is a club that wants unique callsigns for stations that would be deployed during an emergency, e.g.

N3POL (for the station at the Police Dept)
N3FIR (for the station at the Fire Dept)
N3HOP (for the station at the hospital)
N3HAL (for the station at city hall)

Sure, you could use personal calls, but having a "standard" callsign that everyone could use makes planning and ops easier. And yes, the FCC allows "tactical" calls to be used. But the above is a perfectly valid and logical implementation. And this is exactly what Virginia RACES has done--the suffixes are the abbreviations for local hospitals.

I also like the "color-coding" of the WR6 callsigns held by the Southern California Radio Network Remote stations: WR6RED, WR6WHT, WR6BLU, WR6ORG, etc.
