Both questions can be answered on the FCC's web page for sequential callsigns.
1. "I am moving to Switzerland long term and would like to know if I should get a "14" designation in my vanity call sign, or if I should apply for a special non-vanity call sign when we have a new address in CH."
The "14" designation is listed at the bottom of the page as "unofficial." Note also that there are no descriptions of callsigns available to addressees in region 14. This is explained in the third sentence on the page: "The mailing address must be one where the licensee can receive mail delivery by the United States Postal Service."
Translation: If you list a mailing address in Switzerland, you can't hold a US-issued amateur radio license.
2. "I also need to know what format General licenses can use in vanity signs."
Groups C and D, as listed on that page.
