I note that looking at the FCC file nbrs for apps received on same date, that the earliest file nbr appears to get the grant. Maybe I am only seeing part of the picture?? I thought that all apps received on a particular date were given equal priority...that is a random drawing of ALL apps received on a date. Also when can one file with FCC.. is it at 0001 Eastern time on the OPEN filing date?? or is it UTC?? Someone please re-assure me as to EXACTLY when an app should be filed. many thanks. Larry.
