Larry; W7MCO, Thanks for Your answer and comment I think regarding back to my orginial question. I've researched it pretty much by now. I'm pretty sure it is EST. Also the FCC website undergos maintenence every day early just after midnight sometime EST; for 2 or 3 hours only. My application was filed and listed as EST on the orginial(just after the maintenence timeframe was over...and I filed at 4:53AM EST/Timestamp: which can be viewed with the exact timestamp on it(as posted on the FCC website). As, far as the order the applications/Grants are awarded...I orginally thought that they were "taken" as received(random) on each day(I've read that,too). However, Ibelieve that, it's based on the timestamp as to the "order" it is looked at and therefore, issuing the "Grant" for the actual license. Because, my logic is than why even brother putting a timestamp on the received application(ie: just put a date on it).
