FCC operates on Eastern time EST in Winter and EDT during Summer.
Timestamps have nothing to do with which application is processed first. When processing begins for applications with a given receipt date, the FCC's Autogrant program will choose one at random to be processed. That application will be either granted, based on eligibility and availability, or dismissed. Then another application is chosen at random from those remaining until all have been processed.
