APO/FPO addresses **are** addresses within the US; this does not contradict what Mitch said. They have Zip codes and are labeled with cities in the US. The USPS delivers the mail to the US military at the APO/FPO point, be it New York, or San Francisco or wherever; the US military takes it from there to the overseas point, but that's after the USPS has done its job. That's why you put domestic postage on letters sent to APO/FPO boxes, not international postage.
The point is that the FCC can send you mail at that address that will be directly delivered by the USPS. There is not a requirement that **you** are at that address, only that you can **receive mail** at that address. So "drop boxes" are legitimate, whether they are APO/FPO boxes, or Mitch's brother, or anyone else who agrees to accept mail for an overseas ham.
