The application itself is fine, but K4XM is currently assigned to John Dorworth, with a 2016 expiration date. You can see this on his ULS listing, which is definitive. That's the meaning of "not available." I can't explain why QRZ didn't pick up on the renewal, unless there is some aberration in their parsing of the ULS database, but WM7D and HamCall have the right date, and VHQ doesn't list that call on any of its "available" lists.

As for W4OS, it had just been assigned (8 Aug) by the time KG4ZCM's app was submitted (12 Aug), so he had no chance on that one.
