If you are talking about filing an eSupport request to cancel the call sign of a deceased amateur then, yes you can attach an Adobe PDF file to support your request. I have attached PDF and HTML format files with equal success.

The nice thing about an eSupport request is that you will get an email confirmation of receipt. I once made a mistake that caused the upload of the file to misfire and Tech Support's email told me to try again. That feedback saved my bacon.
