Yes, this really bothers me. I just completed my 18th attempt for a 1x2 and the ham that got the last 4 region call is probably who you are referring to. I'm beginning to wonder what I'm doing wrong if another ham can change his call that often with success. And I've seen others do it as well. Its been frustrating for sure getting dismissed so many times. But, I'm going to keep trying!
