Well to add an answer to my original question, it took 16 days to process a mailed in death certificate for an SK. It was received by the FCC Gettysburg office on Jan 26th and process this morning Feb 11th.

Looks like everything should be ready to go now that my late father's license has been canceled and my application is in Pending 2 status. Next Wed Feb 18th will tell the tale.
