When one is calculating the first day that one can productively apply for a vanity call for which the 2 year waiting period is about to end, does the FCC, and therefore should one, take into account the extra day in a leap year like 2008 when calculating the "2 years plus one day" time period (i.e., by adding 366 + 365 + 1 = 732 days to the expiration date shown in the FCC callsign database)?
Given that it apparently takes the FCC 18-20 days to process vanity callsign applications, what’s the minimum number of days at which it’s likely to be possible to determine online if one’s application was dismissed because the call was granted to another applicant with the same “received date,” assuming in both applications the received date was the first one possible on the expiration of the “2 yrs + 1 day” waiting period? If different, what’s the minimum number of days to find out online one has been granted the applied for vanity call, assuming one applied for only one vanity call?
Say instead you’re interested in trying your luck at applying for several vanity calls whose “2 yr + 1 day” waiting periods end on dates 6 calendar days apart, and you’d prefer, between these two prospective calls, the one that first becomes available, though either is preferable to your current callsign.
If it isn’t possible in less than, say, 8 business days to determine if one was granted an applied for call, leading one to apply online for both desired calls on the first possible day to do so for each, in the highly unlikely event that one was granted, in succession within a week, the two applied for vanity calls, how would one surrender the latter granted call and get back the vanity call of the pair awarded one week earlier?
