Al -

1. The rule is "two years plus one day," not "2*365 + 1" days. If one of those years is 366 days long, then that's what it is. In other words, for any given expiration date, add two to the year, and one to the day (and "carryover" if necessary to the next month).

2. The FCC processes vanity apps 18-20 days after the receipt date. It's not that it takes them that long--that's when they choose to do the processing. (This allows time for mailed-in applications to be entered into the computer, mailed-in payments to be received, and checks to clear.) All apps received on a given day are processed at the same time, so all the results appear virtually simultaneously. That's the date to determine whether you've "won" or "lost", and what you've been assigned.

3. Your "highly unlikely event" is impossible. In that situation, if your first app is granted, your second app will definitely be dismissed (on its processing date) without action because you are no longer the holder of the callsign listed on the app. But even if that were not the case, you can always withdraw any vanity app submitted, up until the night before the actual processing date.
