Just to elaborate a bit on Ronnie's comment...

All of the applications received on a given day are grouped together. One is chosen at random, and processed to completion. Then another is chosen and processed, and so on, until all the apps are done. This is all done automatically--there is no individual that "pulls an application from the hat." But it is effectively the same as a lottery, so we often call it that.
