That's a good question! On the original application, your qualifications (operator class, callsign district, etc) are fetched from your FCC license data AT THE MOMENT OF APPLICATION (which is why your current application will fail), it is unknown as to whether amending your application will cause your qualifications to be re-fetched from your FCC license data at the point in time when you amend the application.

Here's what I would do: when your license upgrade appears in the FCC database, file a new application on that day. Then, the NEXT day amend your original application. We will be able to tell on the amended application as to whether the licensee data is re-fetched.

It won't cost you any extra, as you will be able to get a refund on the application anyway.
