Timing a SK cancellation vs. applying for that call

Hi. I am assisting a friend, Eddie, who wants to obtain a vanity call. The call sign in question expired earlier this year, so it is still within the 2 year grace period for renewal. However, the licensee became an SK 2 years ago this November. The call has not been canceled in ULS.

What Eddie wants to know is the best way to time the cancellation versus applying for the call. There are quite a few Class A calls immediately available in his call area, so there is little chance of competition for this particular call, but you never know! :-)

Is Eddie's best bet - to obtain this call - to submit a cancellation request on the same day he applies for the call? I would think that surely the FCC would cancel the call within the 18 day window before his vanity app is acted on. Or is he better off doing the vanity app the day before submitting the cancellation request? To me(assuming that the FCC cancels the call within the 18 day window), this would assure a lock on Richard's getting that call.

Any comments or advice? Any idea on how long cancellations are taking now?
