The "2 to 4 business day" estimate your VE stated is assuming optimum conditions. I am suspecting that the unusual weather many have been experiencing (esp. those in the Mid-Atlantic states) most likely is playing a part in the delay. Many road services (such as US MAIL) have been impacted. Kind of difficult to get around in 3-4 feet of snow.

May I recommend waiting a few more days before contacting your VE testing team leader.
