Under FCC rules, if a call has been expired less than two years, it can only be requested by a former holder or, if the former holder has died, a family member or a club requesting it "in memoriam." If you do not fall into one of these categories, your application will be dismissed.

If the call expired more than two years ago, it's available to anyone. That's the difference.
