The "lottery" is not held on the basis of callsigns requested. It's held to select "who picks first."
ALL of the applications for ANY callsign (that are received on the same business day) are pooled, and one application is selected to go first. It is processed to completion. (This means that the first available call on the list is assigned. If none of the calls are available, then the app is dismissed.) Then another app is selected and processed, then another, until all the apps are done.
If each app only has one requested callsign, this process is mathematically equivalent to separate lotteries for each callsign. But if apps have more than one call on their lists, then it's more complicated, and you can't view it as sequential lotteries for calls. You have to view it from the perspective of the applications.
In the (limited) case you suggest, W7JF will be assigned to the first application selected out of yours, KJ6CCD, and N6TGZ. If KJ6CCD is selected after yours or N6TGZ's, then he will be assigned K2JF unless AC2CP's app has already been selected.
