Smokey,

When an application is processed all choices are considered one by one in order that they are listed on the application until:

1) A successful match is made (& one gets that call), or;
2) All callsigns on the application are considered with no successful match (no vanity call issued).

So, to answer your question, if one callsign requested on an application is not fully out of its 2-year wait it will not stop the processing of that application. If the first 2 selections were unsuccessful #3 will also be considered as an unsuccessful match & move on to choice #4 and so on.
