If I have a callsign X as number 5 on my preference list and someone else has the same callsign as preference 1 on their list. Does the person who lists the call as 1 on their list who files on the same day get preference to me having that call as number 5 on my list if selections 1 through 4 happen to be unavilable? Or are chances equal depending on the randomization process for apps filed on the same day?
