My understanding is that it depends on whose application they "pull out of the barrel" first that day.

Scenario 1: Your competitor's application comes up first. One of your competitor's first four choices is available. Your competitor gets assigned one of those calls and the one you want is still available to you.

Scenario 2: Your application comes up first. You get the call sign and it's no longer available to your competitor, should the FCC need to go that far down the list when his application comes up.

Scenario 3: Your competitor's application comes up first, all four of his first four choices are already taken. The call you want is still available. Your competitor gets it. You get one of your lower choices (or nothing).

Short answer: You don't get preference for listing a call sign as your first choice. It's all about whose application they work on first that day, because as I understand it, they draw one application at a time and run it through completion before they even look at another application. So they have no way of knowing your preferences until they draw your app to work on.
