If I were in your shoes, there's no way I'd withdraw my application simply because the call you want has also been applied for by someone who has those initials.

If you want that call, stay in the game. Chances are that if you were to withdraw and the other guy got his initials, you wouldn't even get a "thank you" AND you'd have lost your chance.

In my case, someone applied for my current call as a close relative 5 days after I did, even though I was a lock to get it. I'll admit that I toyed with the idea of withdrawing my app so he could have it, but in the end decided that he'd had two years (after the previous holder's death) to apply for it, so I left my app in place. I have absolutely no regrets about doing that.

Go after the call YOU want and don't worry about what other applicants are doing.
