It won't be dismissed due to call area or your license class. General class is eligible for a 1x3, which you applied for, and call area is pretty much irrelevant anymore (although most hams want their callsign to match their call area). 1x3 calls must begin with W, K, or N in the US, not A.
The only permitted A prefixes are AA-AL, and then only for 2x1 or 2x2 calls. I don't think 2x3s that begin with AA-AL are allowed, so someone please correct me if I'm mistaken. (Even then, calls which begin with AH or AL are reserved for certain US geographic areas)
