You're exactly correct on all counts. It was the A2 prefix that sunk Rich, not the call area or license class. The AH and AL prefixes ARE geographically restricted, to Pacific islands and Alaska, respectively. And the only prefixes allowed for amateur 2x3 calls are W and K.
