I canceled a call for someone today and got the usual email reply but it contained this paragraph.

The Amateur Manager does these cancellations once a week. It may take as much as two weeks or more before this request is acted upon, depending on the back log of requests received. You may not apply for this call sign until it shows cancelled in the Universal Licensing System (ULS).
